Research and Development in Social Services
Our 1800 employees work with close care and health in Uppsala County. We offer a wide range of services within primary care. Our patients meet us at Region Uppsala's own health centers or within habilitation, and we provide advice over the phone via 1177. Education, research, and development are important to us as we adapt our offerings based on the needs of the residents. Already, we offer mobile teams, video visits, and smart e-services.

Together with the county's municipalities and Region Uppsala, the Research and Development in Social Services (FoU-s) works to develop a knowledge-based, equitable, and sustainable welfare system. We are in a time characterized by complex societal challenges where demographic changes, increased needs, and new demands for quality and efficiency place high demands on welfare services. To meet these challenges, creativity, solid competence, and a strong will for change and development are required.
FoU-s now has the opportunity to expand its work to support the county's municipalities in developing a knowledge-based elderly care system. This work is made possible through targeted government grants aimed at implementing national strategies in practice, particularly in the areas of dementia and support for relatives.
Against this background, we are looking for an engaged project manager with the task of driving development issues within elderly care and support for relatives. In the role of project manager, you will be responsible for coordinating regional networks, planning and implementing further education initiatives, conducting development and improvement work, monitoring the environment based on the needs of the municipalities and the region, and providing support and information on elderly care issues. The assignment also includes documenting and disseminating knowledge, for example through reports and other written materials.
The project is planned to start in the spring of 2026 and is expected to last for a two-year period.
Our Operations
FoU socialtjänst is part of the administration Close Care and Health in Region Uppsala. Within FoU-s, regional development leaders, scientific supervisors, a communicator, and an administrator work. FoU-s's overarching goal is to promote a knowledge-based, equitable, and gender-equal social service and related health care.

This means working in different locations and with various tools, for example, at the office in Uppsala, visiting a municipality in the county, or working remotely. The goals and assignments of the operations, the nature of the tasks, and your individual circumstances guide the choice of working method.
FoU-s is governed by the collaboration structure Health, Support, Care, and Welfare (HSVO) that exists between Region Uppsala and the county's eight municipalities. In addition to HSVO service management, there is another governing function for FoU-S: the county's joint network for social directors in the municipalities. Your Competence
We are looking for someone with a relevant academic degree. You have several years of experience working with development issues and independently driving process and project management within municipal elderly care.
You have documented experience leading and facilitating processes and collaboration in both shorter and longer development assignments.
You need to be able to handle many different types of situations and people. The work requires good collaboration skills, flexibility, and the ability to plan and drive work processes forward both independently and together with others.
The nature of the assignment requires both endurance and good analytical ability. To succeed and thrive in the role, you should also have the ability to quickly switch between different tasks and have several processes ongoing. You are skilled at expressing yourself verbally and in writing and have experience speaking in front of groups. You have your ear to the ground and understand and can interpret the clients' needs for development work.
